Runway 12R/30L - South Parallel Runway Center Segment Reconstruction Project

Noise Impacts - During the construction period, aircraft that would normally take off or land on the south parallel runway will be shifted to the other three runways: the north parallel runway (12L/30R), the north/south runway (17/35), and the crosswind runway (4/22), increasing their use during this timeframe. Residents living under the arrival and departure paths of the south parallel runway may notice a decrease in air traffic during this period. Actual runway use and traffic levels may vary on any given day and will depend on several variables, including wind speed and direction, and other weather conditions. The local Federal Aviation Administration Air Traffic Control Division is solely responsible for decisions regarding runway and airspace usage. Note: The following information and runway use figures may continue to be updated as new information becomes available.

South/Southeast Flow Scenario

When conditions dictate a south/southeast flow (landings from the north and takeoffs to the southeast and south) residents under these flight paths will experience an increase in traffic over previous months. This increases the following scenarios under VFR (visual flight rules) conditions:

  • Landings on Runway 17 - In this south/southeast flow scenario, Runway 17 will be used for landings from the north over Minneapolis. When aircraft are landing on this runway, residents under the arrival path will notice more aircraft where there have previously been very few. Aircraft landing onto Runway 17 from the north will line up over downtown Minneapolis. Under VFR (visual flight rules) conditions in this scenario Runway 17 is projected to be used for approximately 375 arrivals.
  • Landings on Runway 22 - Aircraft may also land on the crosswind runway (Runway 22) in the south/southeast flow scenario. This will affect residents located under that runway's arrival path in St. Paul. Under VFR (visual flight rules) conditions in this scenario Runway 22 is projected to be used for approximately 300 arrivals.

Departures will be directed to takeoff on Runways 12L, 17 and 22 and will generally follow the same flight paths as those that currently takeoff on those runways.

North/Northwest Flow Scenario

When conditions dictate a north/northwest flow (aircraft taking off to the north and landing from the south/southeast), aircraft will land on both the north parallel runway (Runway 30R) and the north/south runway (Runway 35).

  • Takeoffs on Runway 35 - In this scenario, aircraft will take off to the north off the north/south runway (Runway 35) and will generally follow the same flight paths as those that currently take off to the north/northwest on the parallel runways (30R/L). Under VFR (visual flight rules) conditions in this scenario Runway 35 is projected to be used for approximately 655 departures.
