Program Phases
Information about the Residential Noise Mitigation program phases is provided below. Costs depicted in each of the phases are in 2007 dollars and will be adjusted annually for inflation according to the Consumer Price Index.
Homeowners who do not wish to participate may voluntarily opt-out of the program as a part of the pre-construction survey responses. Admission into the program will end March 19, 2012.
2007 60-62 DNL Noise Mitigation Phase 2A
Homes in this program will be eligible for one of two mitigation packages:
- Homes that did not have central air-conditioning as of September 1, 2007 could receive it. In addition, homeowners will get up to $4,000 (including installation costs) in other noise mitigation products and services they select from a noise mitigation menu provided by the MAC.
- Owners of homes that already had central air-conditioning installed as of September 1, 2007 or who choose not to receive central air-conditioning will be eligible for up to $14,000 (including installation costs) of noise mitigation products and services they select from a noise mitigation menu provided by the MAC. Categories of products on the menu will include: interior and storm window repair or replacement; prime door and storm door repair or replacement; wall and attic insulation; baffling of roof vents and chimney treatment. Construction is scheduled for completion by December 1, 2012.
Homeowners in each of the mitigation packages described above may contribute up $1,000 of their own funds above and beyond the MAC cost contribution of $4,000 or $14,000 respectively. The MAC began homeowner meetings in January 2009 for the homeowners eligible for a new central air-conditioning system and $4,000 in additional mitigation from the mitigation menu.
Homeowners who elect not to install a central air-conditioning system will have the opportunity to select up to $14,000 in mitigation products from the noise mitigation menu.

Single-family Homes in the Projected 2007 Mitigated 60-62 Noise Contours
Homes that already had central air-conditioning installed as of September 1, 2007 or who choose not to receive central air-conditioning will be eligible for up to $14,000 (including installation costs) of noise mitigation products and services they select from a noise mitigation menu provided by the MAC. Effective for homeowners entering the Noise Mitigation Program on or after June 16, 2011
Historic Home Guidelines
There are a number of historic district properties within the City of Minneapolis. These properties are located in the Tangletown neighborhood and/or have frontage along Minnehaha Creek. Due to the historic district designation, the MAC has established historic home design guidelines. Homeowners seeking information regarding whether or not their home is within the historic district should call the Center for Energy and Environment at 612-861-9929.
