MSP Noise Oversight Committee Leadership, CRO, and MorePosted on July 19, 2019
The MSP Noise Oversight Committee met this week on July 17, 2019 and re-elected Co-Chairs Dianne Miller and Jeff Hart to continue serving as its top leadership. Members also discussed a full agenda of topics that included action pertaining to Converging Runway Operations (CRO) at MSP, presentations about the results of an analysis concerning departure activity from MSP Runway 17 and a sound monitoring study within the City of Eagan, and a briefing about the MSP Long-term Plan stakeholder engagement session that was held in June 2019. Converging Runway Operations at MSP
Rebecca MacPherson, Federal Aviation Administration (FAA) Regional Administrator for the Great Lakes Region, spoke during the NOC meeting on May 15, 2019 and shared an update about the Converging Runway Operations at MSP; she also expressed the FAA's commitment to conduct an environmental evaluation of the effects of CRO on the communities surrounding MSP. During that meeting NOC members requested a written summary of her remarks.

Also during the July meeting, NOC members agreed to send a letter to FAA that reinforces the NOC's expectation that the FAA will consider all elements of NOC Resolution#02-2016 during the environmental analyses. MSP Runway 17 Departure Operations
In its 2019 Work Plan, the NOC requested that the MAC conduct an analysis about MSP Runway 17 departure activity in response to citizen request during several MSP Listening Sessions held in 2017 and 2018. The scope of that analysis was developed in collaboration with citizens who participated in the MSP Listening Session discussions, and considered Runway 17 departure activity that occurred beginning in 2005, when the runway was put into service, through 2018. Eagan Sound Monitoring
The Eagan Airport Relations Committee (ARC) requested a sound monitoring study be conducted to evaluate the quality of aircraft noise events currently being collected at two of the MAC's permanent noise monitoring locations in the City of Eagan. As such, the MAC established two temporary data collection sites and analyzed how those data compared to the permanent sites. The full report may be found here: Eagan Mobile Noise Monitoring Report

MSP Long-term Plan
The Metropolitan Airports Commission (MAC) kicked-off its long-term planning process for MSP in 2019. Members of the public are invited to participate in the process and may stay updated through a series of meetings and newsletters. More information about the process and public engagement may be found here: MSP Long-term Plan
Interested members of the public always are welcome to attend NOC meetings. Anyone may provide public comments in writing, or verbally in-person during the beginning of each meeting. MSP Listening Sessions
MSP Listening Sessions are held quarterly for anyone interested learning information related to MSP, including aircraft activity, noise, and the MSP Noise Oversight Committee.
